Garry HarneyGarry Harney: Garry joined Greater Manchester Fire & Rescue Service in 1975, and throughout his career served within the Brigade from Fire-fighter to Area Commander (Fire Safety) and also at a national level on behalf of the Chief Fire Officers’ Association (CFOA) and the Office of the Deputy Prime Minister (ODPM) in a number of key roles. Since establishing FARMSS he has been involved in a number of significant Fire and Rescue Service related projects on behalf of the Office of the Deputy Prime Minister and the Department for Communities and Local Government.


Key Roles:
Fire Fighter to Area Commander (Fire Safety) in Greater Manchester Fire & Rescue Service – Serving in Operational and Fire Safety positions for the Brigade. Area Commander (Fire Safety) with Assistant Principal Officer responsibilities for the Brigade including the delivery of all aspects of Fire Safety.

  • Chief Fire Officers Association (CFOA) Project Manager - Critical Risk Data – Knowledge Management Project Manager
  • Chief Fire Officers’ Association - National Mobile Data Project
  • Office of the Deputy Prime Minister Project Leader e-fire - Knowledge Management & Data Sharing
  • Project Leader for the Department for Communities and Local Government (DCLG) – Operational Assurance Project – examining effectiveness of operational intervention techniques.
  • Project Manager for the Department for Communities and Local Government (DCLG) - Risk Terminology Project
  • Project Manager for the Department for Communities and Local Government (DCLG) - Fire Brigade Intervention Model (FBIM).
  • Project Project Leader for the Department of Communities and Local Government (DCLG) – Legal Implications for Integrated Risk Management Planning – including the development of a national database / toolkit for the Operational Assessment process.

Garry has been involved with all aspects of fire safety including its practical application and enforcement, policy development and management of fire safety legislation; the management of people and systems involved in fire safety enforcement; the development of national policies and strategies for the enforcement of fire safety; and the development of national guidance and standards for the enforcement of fire safety.
